So I am wondering if there's any way to make the notepad window for a given world operate in the way I am hoping to make it do so.

I'd like the notepad window to open with the world and it's associated miniwindows, to save the most recent version of itself in a single, logically named textfile like <worldname>notes.txt or somesuch, both regularly and on close.

Does anyone know how I might do this?

There is a Notes tab in world configuration. I usually use that to remember stuff like people I meet on a MUD, or what certain commands do. If you set the world to auto-save on close then it should be saved. And of course it is saved every time you save the world file.
