First I am using stock WinSmaug 1.4a

When a character is made I have no issues with it making a player file in the proper letter directory. But when I change something about the character it does not save the changes even after using the SAVE command.

I seem to recall that saving was done by writing a file and then renaming it to the player file name. If something interfered with that (eg. the temporary file could not be written, or the rename failed) then you would see the symptoms you describe.

I would be inclined to install Cygwin and compile SmaugFUSS which fixes up a lot of the old Smaug problems.
