You need to be a lot more specific. One might guess you're talking about Aardwolf from your post history, and know how weather applies to Aardwolf if one's played, but this assumes (and requires) more than it should.

Can you provide any more details? Aside from the game you're playing, what should a weather plugin do, if it existed?

you are completely right.
i'm starting to act on small things i see ingame and post it direct, instead of first thinking :P

Game: Aardwolf

weather plugin:

the weather changes in the game, i wouldn't say frequently, but it does :P
i found a plugin that monitors the 3 moons, for spellcasters, but the plugins from that creator aren't my style in the way it messes up my personal gameplay. and not to say the 'huge' amount of triggers/aliases/plugins that are installed by just using 1 plugin.
i have been collecting weather 'reports' in the game, but since i figured there are way more, i was just wondering if someone already made a plugin, or that i will have to keep collecting and make my own someday.

does that answer your question?
