WindowAddHotspot designates a tooltip shown during hotspot mouseover, but the tooltip shows even if the mouse button was pressed down while over a different hotspot and then held down while moving the mouse around.

Holding down the mousebutton means that an activity is in progress related to the original hotspot, and therefore tooltips should not be allowed to show unless the mouse button is not down.
