Problem with single spell

I have created a spell (spell_smaug) with the following effects:

Mana +10*L
Move -10*L

Every time I try (with no success)to cast the spell, -10 mana is taken from my character even I have assign the spell to drain 0 mana. The move is not reduced.

If the spell is succeful is adds the mana assigned and reduces the move, properly.

why this happens?

It is core code.
As I have understood the spell_smaug by default gets -10mana at fail casting and -20mana at successful by default if 0 is the cost.

Core code in what? There are like a billion different versions of SMAUG. Can you link to your files somewhere?
