I was wondering if anyone could help me set up a targeting system. I need to know how to create a variable and have a command to change the variable in the world's window without having to open my variable's and put a new value in. I can handle the alias to use the variable, I just need to understand how to use the variables in the first place. Bear with me I am rather new at MUSH.

I'm not sure what format I'm supposed to put that in, I have no idea how to enter that into my alias tabs, a little help perhaps?

See point 7 in the FAQ - that shows how to copy stuff like the example and paste into the client.
