I'm about to start building a mud using smaug 1.4a. This isn't my first. I am not using a medievil theme so the stock smaug classes/skills/spells/gsns/affects/weapontypes/etc
will have to be removed. This is a long and daunting task... Is there anyone who has a stripped version of smaug 1.4a for windows that they wouldn't mind lending to me?

Everyone has their own way, what they want and everything, although your best bet would probably be to look at SWR, the only modifications I have made to SMAUG is adding new features like alias, finger, etc.
