What are the levels of immortals for the smaug server download? and how do i add new abilities to the level?

i was thinking like the powers an immortal has. ie. redit. I want it so that certian lvls get so much. Like an avatar only gets goto, echo,incog and some more.

Edit the 'system\commands.dat' file and change the level number of the appropriate commands. You can do that with a text editor, or with my Area Editor program, which has a GUI interface.
