How to compile CircleMUD 3.1

I've downloaded CircleMUD 3.1 and Cygwin. I'm trying to compile it onto Windows XP. Is there anyone who can help me with the setup process? I can't seem to get it going by myself.

Where have you gotten in the process? Is Cygwin installed, have you unarchived the file, do you know how to navigate Cygwin, etc.

I'd like some feedback on this issue as well.

Let's say the user has never used Cygwin before and has no idea what to do at this point.

Although I have not used AndLinux people say that is good to use as well.
