I recently download cygwin and after fixing a few bugs I was still unable to compile the Rom24b6 code. I saw that there was a reference to Makefile.Cygwin in one of the posts and I was wondering if it would fix my problem. If it exists it is worth a try. Where would I find it?

try possibly renameing your current makefile to makefile.old and rename makefile.cygwin to just makefile and see if you can compile like that

I don't actually have a Makefile.Cygwin file for whatever reason. I want to know where I can get one.

I think the ROM source files on this site, with MXP added, have that file as part of the download.
