The algorithm of one-time notebooks is realized not simply, and the algorithm of random one-time notebooks is realized. Moreover, the algorithm of one-time notebooks is realized exclusively as algorithm of random one-time notebooks. Load the program while the state has not forbidden it to do.

What's funny is, all of these "ads" posted here once in a while probably aren't bots and are real people.
It was the phrase "Martian technologies" that caught my eye. I wasn't sure the Martians were all that advanced in technology, at the present.
Of course -- that's what the Martians WANT you to think. Fortunately, we have this guy's services to provide us with cryptography that even those Martians can't break. Finally, we are saved!

No, I think he means "one-time pad", which is a term in cryptography for when I send you a coded message, and there is a key for that message, and that key is only used one time (hence the term 'one-time pad'). Basically, the content of the 'one-time pad' is the encryption key. If your key is:

(B = 1, C = 2, A = 0)
Now, this technique is "perfect" in the sense that I can choose a different key to encrypt a different message in order to obtain the same encrypted result. The "perfection" comes from the fact that an attacker has no way to prefer one message over the other.
If you use a code over and over again, you can start eliminating options, which is why the code-pad is "one-time only": the more you use it, the higher chance there is of breaking it.
Now, with all this in mind, I still have no idea what this guy is trying to say... :-)

To be fair to the original poster, if you go to the site mentioned, it seems that it is a genuine attempt to provide encryption, with the material on the site translated from Russian to English, by - shall we say - someone whose native language is not English (possibly a program).
