Sorry, don't understand that one. You mean a MUD running under Cygwin? Whatever your IP address is. It may not be reachable, see other recent posts about this.

The Cygwin part isn't relevant to how you do it.

Regardless of what you are using to actually run the mud, outside connections will always *always* **always** need your IP address and the port number the mud is running on to connect to it.
